EU Releases Further €661 Million for the Netherlands – Offshore Wind, Building Renovation and Green Hydrogen in Focus

Brussels, Belgium – The Netherlands is making progress in implementing its EU-funded recovery program. The European Commission has given a preliminary positive assessment of the fourth payment request, worth €661 million. Targets achieved include measures to expand offshore wind energy, more than 820,000 energy-efficiency improvements to residential buildings, and research and demonstration projects for green hydrogen.

The EU payment comes in the final phase of NextGenerationEU, Europe's pandemic-era recovery program. The Netherlands is using a substantial share of the funds to transform its energy and economic system, ranging from offshore wind and energy efficiency to green hydrogen. The Recovery and Resilience Facility expires at the end of 2026.

Offshore Wind and Building Efficiency Reach Funding Milestones

According to the European Commission, the Netherlands has met all nine milestones and 15 targets attached to the fourth payment request. A key focus is investment in renewable energy and energy efficiency, including measures enabling the expansion of offshore wind energy as well as more than 820,000 energy-saving measures carried out on Dutch residential buildings.

The building-efficiency measures are underpinned by, among other things, government subsidy programs for energy-efficient renovation. The Dutch ISDE subsidy scheme, for example, supports roof, floor and wall insulation, thermal-insulation glazing and heat pumps. The hydrogen economy is also part of the recovery program: research and demonstration projects are intended to advance the use of green hydrogen.

Overall, the Dutch recovery plan places a clear emphasis on the green transition. In addition to renewable energy and energy efficiency, the program also includes investments in sustainable mobility and innovative technologies. The Dutch government explicitly names offshore wind energy as one of the recovery plan's central measures.

EU Recovery Fund Enters Final Phase in 2026

The Dutch Recovery and Resilience Plan is funded with a total of €5.44 billion in EU grants. Once the tranche now given preliminary approval is disbursed, €3.73 billion, or 68.6 percent of the funds, will have been paid out. At the same time, 81.1 percent of all agreed milestones and targets will have been met.

The €661 million has not yet been finally disbursed. First, the EU's Economic and Financial Committee has four weeks to deliver its opinion. The European Commission can then make the payment decision.

Time is running short for the remaining projects, however: the Recovery and Resilience Facility expires at the end of 2026. Member states must submit their final payment requests by the end of September 2026. For the Netherlands, the coming months will therefore be about completing the outstanding investments and reforms and drawing down the remaining EU funds.
