Egypt Turns to Wind Energy: Scatec and EDF Start Construction of 900 MW Shadwan Wind Farm
Oslo/Cairo – Norway's Scatec and France's EDF Power Solutions have started construction of the 900 MW Shadwan onshore wind farm in Egypt. The project, with an investment volume of USD 716 million, is expected to generate around 4 billion kWh of electricity per year. The first phase is scheduled to begin operations at the end of 2027.
EDF to Take 29 Percent Stake
The Shadwan wind farm is to be built in several phases and, once completed, is expected to generate around 4 TWh of electricity per year. At 900 MW, Shadwan will be among the largest onshore wind farms in Africa, according to the company.
Scatec is developing the project together with EDF Power Solutions. The renewables subsidiary of French energy group EDF is to take a 29 percent equity stake in Shadwan. EDF, widely known for operating France's nuclear power plants, also develops, builds and operates wind, solar and storage projects internationally through EDF Power Solutions. Scatec also plans to bring additional equity partners into the project.
For long-term project financing, Scatec has signed mandate letters with a consortium of development finance institutions. Financial close is expected by the end of 2026. Scatec is responsible for engineering, procurement and construction (EPC) at Shadwan and, at a later stage, for asset management, operation and maintenance.
Arab Energy Fund Bridge Financing Enables Early Construction Start
Scatec has also agreed a three-year equity bridge financing facility of USD 150 million in total with the Arab Energy Fund. Of this amount, USD 50 million is allocated to Shadwan and USD 100 million to Energy Valley. This allows Scatec to advance construction of Shadwan before long-term project financing is concluded and to limit the equity initially required.
Energy Valley combines 1,950 MW of solar capacity with battery storage totalling 3,935 MWh. For this project as well, Scatec expects to close long-term project financing and start construction by the end of 2026. Together, Shadwan and Energy Valley represent 2,850 MW of new wind and solar capacity and almost 4 GWh of battery storage capacity.
Egypt Sets Ambitious Targets for 2030 – Key Growth Market for Scatec
Scatec has significantly expanded its activities in Egypt in recent years. Since August 2026, the 1,125 MW Obelisk solar project, including a battery storage system with 100 MW of power and 200 MWh of capacity, has been fully operational. Together with the older Benban solar plants, Scatec has 1,505 MW of operational solar capacity in Egypt, according to the company.
The expansion comes against the backdrop of ambitious Egyptian energy targets. According to the state-owned New and Renewable Energy Authority (NREA), renewable capacity is to rise to around 12,000 MW by the end of 2026 and to about 20,000 MW by the end of 2029. For wind energy, the authority has set a target of 13.7 GW for 2030; more than 3 GW were installed at the end of 2025.
Large-scale projects such as Shadwan are thus part of Egypt's planned expansion of renewable power generation. At the same time, Scatec's project portfolio, with large wind and solar farms as well as battery storage, shows that new generation capacity is being combined with storage to integrate weather-dependent power generation.
